No, he’s been given a deliberately-intimidating life support suit. Vader doesn’t wear his armor for fun (in the final draft; the Vader analogue in the earlier versions just had armor he could wear or not), he wears it because he has been hideously burned and disfigured and he needs the suit to not die because his lungs can’t breathe straight air any more. If he tries to go around without the suit in ordinary atmosphere, he’ll be in excruciating pain and then he will die.
