Is it offensive for a civilian to wear a military backpack?

I certainly hope not, because I do.

I think most people, and certainly most people who have served, can tell the difference between someone who isn't a soldier, someone who is a soldier, and someone pretending to be a soldier. If a civilian decides to put on full military uniform to go jogging, they are probably trying to look like a soldier. If someone puts on a pair of magnums and a camelback to climb a mountain, they probably just care about their equipment and want good stuff.

I take a NATO issue backpack to class because it was free, it holds everything I need, it's waterproof (or near enough anyway), it's lasted years without any damage, and it's comfortable. Those are pretty important criteria to measure a backpack by, and military gear seems to tick all the boxes (note: will only be free if you know someone in the army who will give it to you).
