Pulsars emit a narrow beam of radiation. If this beam didn’t intercept Earth, it would be totally dark all of the time.
If the beam did sweep over the Earth, though, it would be totally dark because the radiation from that pulsar would have vaporized your eyeballs.
So yeah…dark, in both senses of the term.
