I don't know if it was VERY shady, but it sure STUNK, and hastened my leaving the company, and later hi-tech altogether.
Every year our performance was evaluated. Of course compared to everybody else in the department. This determined a pay-raise and the occasional rare bonus. The year hadn't met expectations (still a good year). So management decided: NO raises, no bonuses. BUT rather than TELL this to us, explain perhaps…
HR decided that Team-Leaders should give everybody low scores on the evaluations. Low scores create no expectations for raises…
When given a score lower than my previous one, I was really pissed! And told my boss so. I reminded him that I had, on my initiative, had created a tool, that saved the small department a huge amount of money, every year. But more importantly avoided critical errors that screwed up the clients. All I got was a “so sorry, not my decision.”
All of the Favorites and managers got raises of course. BTW this was a company that was later trashed by the SEC because senior management had illegally been making tens of millions of dollars. But they preferred to piss all over the people doing the work.
