Is it correct to say that Clinton may be winning the primary voters overall but Sanders is winning the voters who matter in a general election?

No, and yes.

She isn't winning the primary voters over-all.  They are very much neck and neck.

But the second half of your statement IS true.  Hillary performs best with older life-long democrats.  Those people will vote democrat no matter what.  Bernie however is performing much better with the younger and more independent voters, and those are the people who tip the race when they turn out.
