What would happen if politicians in Congress actually started voting in accordance with the wishes of their constituents?

They would make themselves obsolete and worthless, a non-thinking button presser that could be replaced by a short piece of code. 

As for the quality of decisions made, that would degrade as well.  Remember, 77% of Americans believe in angels.  More Americans can name two of the Seven Dwarves than can name two Supreme Court Justices.  More can name the Three Stooges than can name the Thee Branches of Government.   I think it is good that majorities do not exercise direct (or effectively direct) legislative control.
