He’s at Greywater Watch leading the defense of the North from a southern invasion, namely, Robb told him to give hell to anyone who tried to get through Moat Cailin from the south. If you remember the ironborn holding Moat Cailin (which they took from the north), a lot of them were in very bad shape and had been poisoned by the crannogmen’s darts. Off-screen he also rendezvous with Maege Mormont and Galbart Glover when they bring Robb’s orders (and possibly his will) north. So Howland is definitely doing something, it’s just not terribly high-profile.
